Camden, DE (August 1st, 2024):  After extensive deliberation and strategic planning, the Delaware Association of Chiefs of Police (DACP) announced today a collaborative partnership with All-Star Talent and Guardian Alliance Technologies.

The partnership aims to enhance talent acquisition for police officers across 50 departments statewide through a wide array of initiatives. The initiatives include recruitment analysis, candidate outreach systems, research-driven marketing strategies, promotional video production, digital marketing campaigns, retention analytics, hiring process enhancements, and the development of a standardized police officer application process for Delaware law enforcement, akin to the college admission process for students.

In recent years, police agencies nationwide have faced significant recruitment and retention hurdles. Challenges stem from various factors, including the rigorous nature of the profession, disparities in compensation and work-life balance compared to other fields, and prolonged hiring processes lasting from several months to over a year. Amid economic uncertainties like recession, inflation, and student loan burdens, many potential recruits seek quicker opportunities in the private sector, posing difficulties for law enforcement agencies in attracting top talent.

Chief Patrick Ogden, the current president of the DACP, said, “This first-of-its-kind initiative will bring talent from across the county to Delaware police agencies. Our goal is to recruit the best talent by streamlining antiquated hiring processes, eliminating inefficiencies, enhancing information sharing, and engaging in open dialogue with applicants. Modern recruitment systems will drive candidates to our common application. The hiring process will include a more automated background investigation, providing investigators with more efficient means to do their job. In the next phase of this initiative, we plan to create a statewide written and physical test, so applicants who apply for more than one agency will only have to test once.”

Chief Rick McCabe, the current 1st vice president of the DACP, added, “In summer 2023, the DACP Board met to discuss the state’s recruiting challenges. Many agencies reported critical staffing levels causing patrol shortages and the erosion of special units, alongside a universal struggle to attract qualified candidates. This meeting led to an agreement to address recruitment collaboratively with a statewide initiative. Our goal is to identify barriers preventing qualified candidates from entering policing through a community survey and create a messaging campaign based on the data. We look forward to working with All-Star Talent and Guardian Alliance Technologies to highlight the diverse policing opportunities in Delaware and streamline candidate selection. Those interested in policing can find opportunities in beach or rural towns in Sussex County, small to large municipal policing in Kent County, and county, state, urban, or university policing in New Castle County.”

Activity connected with the partnership is slated to begin on August 1st.

David Green is a co-founder and managing partner at Palicon Group, an investigations, security, and public safety consulting firm based in Southern California. Prior to forming Palicon Group, David spent thirty years in law enforcement serving with the Orange County Sheriff’s Department, California Department of Justice, and San Bernardino Police Department where he served as the City’s 40th Chief of Police.

David Green Biography 

David Green is a co-founder and managing partner at Palicon Group, an investigations, security, and public safety consulting firm based in Southern California. Over the course of his career, David has participated in several major event responses ranging from natural disasters to an ISIS-inspired terror attack in 2015. His breadth of experience has resulted in appointments to numerous boards and committees including the California League of Cities Public Safety Committee. 

David has consulted organizations nationally and internationally on the topics of security planning, emergency response, and crisis management and served as a consultant for FEMA’s Office of Counterterrorism and Security Preparedness. David has served as a guest lecturer for the Center for Homeland Defense and Security at Naval Post Graduate School, Monterey, and currently serves on the advisory board for the University of California Irvine’s Customer Experience Program.

These agencies join hundreds of others nationwide who have adopted Guardian’s Background Management Software to process their pre-employment background investigations.

Recent additions include agencies from 32 different states, counting 12 from Georgia, 9 from Pennsylvania, and 7 from Texas.

Guardian Alliance Technologies Announces Miller Mendel Patent Invalidated By Federal Judge

Stockton, CA (April 21, 2022): On April 14, 2022, Judge Rodney Gilstrap, Chief District Judge of the U.S. District Court for the Eastern District of Texas, dismissed a software patent infringement case (with prejudice) brought by Miller Mendel, Inc (“MMI”) against the Anna Police Department, a customer of Guardian Alliance Technologies, Inc.

The invalidation of the MMI patent effectively ends all cases previously filed by MMI against several other law enforcement agencies, also Guardian customers. The invalidation also eliminates MMI’s basis for lodging threats of infringement litigation against Guardian, Guardian customers, or prospective customers.

In dismissing the action, Judge Gilstrap invalidated the MMI software patent that was the entire basis for the lawsuit, finding that it was directed to an unpatentable abstract idea and did not contain any inventive concepts. MMI, the maker and marketer of a software system known as “eSoph”, had previously sued three other law enforcement agencies for their use of the Guardian Background Investigation Software Platform, alleging that the Guardian product infringed on MMI’s now-invalidated software patent.

Background
In October of 2017, lawyers for MMI wrote to Guardian Alliance Technologies, Inc., providing notice that Miller Mendel held a patent on background investigation software and asked that Guardian provide assurance that Guardian’s software, still under development at that time, did not infringe on the patent.

Guardian had the patent evaluated by an intellectual property attorney in Silicon Valley and was advised that the patent did not actually contain any patentable subject matter or inventive concepts. On this basis and belief Guardian continued with the development of its system and began providing it to law enforcement agencies across the country, the first of which was the Oklahoma City Police Department.

In October of 2018, MMI filed a patent infringement lawsuit against Oklahoma City PD for its use of the Guardian Platform, alleging that OKC’s use of Guardian’s software constituted infringement on MMI’s patent. MMI would go on to threaten dozens of other agencies with litigation if they elected to use Guardian and filed separate lawsuits against the Washington County Sheriff’s Office (OR), the Alaska Department of Public Safety, and the Anna Police Department (TX). Now that MMI’s patent has been invalidated, Guardian and its customers are free to continue using Guardian’s background investigation software without threat of claims of infringing MMI’s now-invalidated patent.

STOCKTON, CA – Guardian Alliance Technologies, Inc. the nation’s largest provider of pre-employment background investigation software for public safety has added access to the National Decertification Index (“NDI”) as a new feature in its software platform.

The NDI is a national registry of certificate or license revocation actions related to officer misconduct as reported by participating state government agencies.  The NDI, developed in the year 2000 by Acadis®, resides on the International Association of Directors of Law Enforcement Standards and Training (IADLEST) servers, and is available at no cost to all law enforcement agencies across the United States.  By providing agencies with standardized access to the NDI as part of the Guardian Platform, Guardian gives them another powerful tool for use in identifying bad apples and eliminating them from their applicant pools.  

Although the NDI has existed for over 20 years, many law enforcement agencies are still unaware of its existence.  Only 3,700 of the nation’s 18,000 (21%) law enforcement agencies have used it during pre-employment screening to verify that their candidate hasn’t previously been terminated for misconduct and decertified.

Guardian’s goal is to help dramatically increase the use of the NDI nationally, by making access to the NDI a standard feature within the Guardian Platform and getting the message out to agencies across the country that the NDI is available for use at no cost and is easy to use.  

When used in conjunction with the other features found in Guardian’s Triage Center®, including the first of its kind “National Applicant Information Center (NAIC)”, agencies are able to leverage the most powerful pre-screening technology available, and quickly and easily screen out job applicants who are ineligible for hire, freeing up time to put more focus on quality applicants in their efforts to put only the best officers into their communities.

STOCKTON, CA – Guardian Alliance Technologies, Inc., the nation’s largest provider of pre-employment background investigation software for law enforcement announced a strategic partnership with Ferretly International, LLC, an AI-Powered Social Media Screening Platform that helps organizations mitigate risk to their brand and employees.  

Social media screening has become paramount for law enforcement as agencies seek to keep bad actors out of their ranks and maintain trust with the communities they serve.  Analysis of social media posts can provide insight into the character of the individual including identification of hate speech, threats of violence, sexual harassment, and drugs/alcohol abuse among other risk factors.

Guardian was the first background investigation platform to offer pre-employment social media screening services to law enforcement back in September of 2019.  Since then, feedback from customers and advisors has shown that the demand and potential use cases for social media screening tools is growing.

About Chip Johnson

Chip Johnson has more than 30 years of progressive experience in Law Enforcement and Public Safety. He recently created the Johnson Group, a professional consulting firm to offer a diverse level of services and solutions for physical and cyber security challenges. This includes  digital forensics, investigations, crisis management and technical security countermeasures.

Johnson previously served as a Senior Manager in the Corporate Security and Claims Department for SCANNA Corporation, a Fortune 500 company that operated in the Energy Sector. Chip managed a professional workforce dedicated to corporate compliance issues, criminal violations, Executive Protection, business continuity, emergency procedure planning and other risk reduction efforts for the corporation.

As the Deputy to the Assistant Director for Investigative Services, for the South Carolina Law Enforcement Division (SLED), Columbia, SC, Chip had managerial and command responsibility for investigative services, to include computer crimes, behavioral science and public corruption.  He was responsible for the creation of the innovative and successful South Carolina Computer Crimes Center. This was a collaboration between the Federal Bureau of Investigation, the United States Secret Service and SLED. Johnson also was responsible for assisting in the development of the Homeland Security Counter Terrorism Division which included the creation of a statewide Fusion Intelligence Center designed to provide operational and actionable information to stakeholders statewide.

Mr. Johnson has received numerous awards and commendations during his career. He is the recipient of the Strom Thurmond Law Enforcement Award for Excellence, The United States Secret Service Directors Award for his development and implantation of a state-of-the-art computer crime operation as well as numerous commendations for excellence.

Chip is a graduate of the 216th Session of the FBI National Academy, the United States Department of Homeland Security, Naval PostGraduate School of Executive Leadership and the United States Secret Service Dignitary Protection School.

Mr. Johnson had served as the Vice President of the Southeast Emergency Response Network, Chapter Chairman of the American Society for Industrial Security and the State of SC Homeland Security Advisory Board. He also served as a subject matter expert on the National Sheriffs Association Homeland Security Committee.

Currently Chip is a member of the Council of South Carolina Law Enforcement Accreditation, the Lexington County Health District Commission, and the Lexington Medical Center Foundation Board of Directors.

About Joe Monroe

Joe Monroe was named University of Kentucky Chief of Police in November of 2009 following a three-year tenure as the department’s Interim Chief of Police. His police career began at Transylvania University Department of Public Safety in 1991 before joining the University of Kentucky Police in 1994. Monroe is the first Chief of Police to advance through the ranks at the University of Kentucky after starting as an officer. 

Chief Monroe took command of the UK department when it consisted of just 52 employees, and under his leadership it has grown to 191 employees and an $11 million annual budget.  During his tenure at the University of Kentucky Police Department, he has served as Patrol Officer, Detective and Patrol Supervisor roles as a Sergeant and Lieutenant, in addition to  serving as Major of Administration before becoming Chief.

Chief Monroe also was instrumental in the restructuring of campus safety units at the University of Kentucky  where he now oversees the operations of the police, security for UK  HealthCare facilities, campus security technology and several other units. Additionally, he leads the university’s Crisis Management Response team efforts. Chief Monroe is the longest serving Police Chief at the University of Kentucky Police Department since its inception in 1972. 

Chief Monroe serves as a course curriculum developer and trainer for the United States Department of Homeland Security and the Office for Domestic Preparedness training programs where his instruction has focused primarily on crowd management, incident command, sports and special event management training programs. Chief Monroe lectures and presents on these topics around the U.S. at training seminars and  conferences.

He holds a bachelor’s degree in medical management from Carson Newman College and is a graduate of the Department of Criminal Justice Training  Academy’s Criminal Justice Executive Development Program and School of Strategic  Leadership, in addition to the International Association of Campus Law Enforcement Administrators Executive Development Institute and the FBI National Academy Session  # 220, FBI LEEDS # 71, LEEDA Command Institute. Chief Monroe also serves on the  National Center for Spectator Sports Safety and Security (NCS4) advisory board, the  Kentucky Chapter of the FBI National Academy Associates and President of the  Kentucky Association of Chiefs of Police executive boards. In 2018, Chief Monroe was  selected to serve on the State of Kentucky’s Wireless Interoperability Executive  Committee by Governor Matt Bevin. NCS4 awarded Chief Monroe the NCAA  Professional of the Year Award in 2019. In August 2020, Chief Monroe was named the  President of the Kentucky Association of Chiefs of Police.

In addition to his lengthy law enforcement career, Chief Monroe is also part of the adjunct  faculty at Texas A&M Engineering Extension Service since 2011, teaching in  the instructional area of sports and special planning and emergency response  operations. Additionally, he has been an instructor and consultant for NCS4, serving as  a facilitator for the development of NCS4’s Safety and Security Best Practices publication and as an instructor in the areas of crisis communications and risk management and  awareness. In 2019, Chief Monroe was asked to participate in the facilitation  of Interpol’s Project Stadia with NCS4 at Interpol headquarters in Lyon, France.

Chief Monroe is a firm believer in transforming the culture of law enforcement and  developed his own law enforcement command school that he hosts annually, bringing in  national subject matter experts. His program brings in law enforcement executives from around the U.S. and challenges participants in the way they think, manage and lead their  agencies. 

Chief Monroe has served as the Incident Commander for numerous large-scale events  and responses. In addition, he has served as the leader in the University of Kentucky’s  Emergency Operations Center managing crisis responses, mitigation and prevention for  the university, including its response to COVID-19.
